There aren't really "rockets" in-game; you can unlock torpedoes later, but they're thing is that they bypass shields.
Part of the problem is that the code for missile damage is really wonky- somebody ran some tests, and after a certain points the numbers started actually reversing from what they should have been- Damage dealt would reduce instead of increase, going over a certain threshold made the entire fleet suddenly get negative digits… Whatever algorithms the game is using for missiles, it seems to need some serious work.

Players shouldn't be too harsh though, just outright annexing another player's empire should be discouraged. Turning them into vassals is a way less destructive way of play. Diplomacy could be interesting that way as well, as a powerful player could demand tribute from a weaker player in exchange for a defensive pact for example.
Swatz and I used to play EU4 with other people using this whole mindset. We mentioned that one game where we started a massive world war in the 1600's before, but that whole situation only came into motion after a long cold war. Swatz and another player were both playing as German nations, both wanting to unite Germany into a single nation. I was fueling resources into Swatz while another dude was doing the same for the other German player. The military buildup got so out of hand that I had to keep conquering more land in order to fuel this horrific war machine we created. Eventually the war sparked and resulted in the deaths of
literally millions. Like we're talking WW1 numbers of casualties, but 300 years too early.
It's probably my favorite gaming memory I have because of how grotesque it was. And it's exactly what I play Paradox games for.
