What's it about?
You are a group of adventurers/opportunists/scoundrels/? arriving in an outpost recently conquered by a human alliance from elven territory.
The alliance is attracting all sorts of people willing to brave the dangers of living there, because the outpost contains a magical resource of incredible value. Naturally, they want to exploit it.
You have joined the town for whatever reason, perhaps you seek gold, perhaps knowledge, perhaps you just want to escape the law, and now you can do your part helping to build it up.
By excavating the mine, building up a militia, creating a bar, running a farm, ????, it's up to you. I'll leave you guys full freedom in this matter, even to leave the town.
What can I expect?
(Hopefully) Freedom, drama, emotions, and all that other stuff.

So I want to focus more on relations between the players and between npcs, so you can forget about large complex dungeons.
That doesn't mean combat is off the hook, if you venture into the wilds, you can expect some shit to happen. But I imagine it more like, you for example see a goblin hiding in the trees, you decide to shoot him from afar, you succeed, it ends. You fail, the road ahead becomes more dangerous. That has advantages for you if you roll good, but disadvantages if they roll good.
I'd like combat to be shorter and more intense.

I have not decided yet. Make a concept of your character and once a system is decided, you can translate it to that system.
Keep in mind, that just because the focus is on rp, you won't succeed everything because of large CHA. If you'd like to create a militia, you'd be taken more serious as a strong guy rather than a pretty boy.
If I don't know the system, how can I create a character?
You can assume a fantasy world with humies, elves, dwarves, etc. Just because the conquered people are elves, doesn't mean you can't be an elf if you want. You can assume there's many different kingdoms. I'm considering running it in the forgotten realms setting, but don't take it too much into account when creating a concept.
